Is it right that DH uses this paper, to say 28,000?

He was an author to the 1981 paper linked below key part “We believe that until a reliable test for the marker of non-A non-B hepatitis becomes available small-pool product such as dried cryo should be considered whenever possible for all haemophiliacs”

Can he elaborate on how use of small pool had “overcome the problems of supply and demand” in Switzerland? - This doesn’t fit exactly with what he says at P109 of his statement.
